"The Philosophical Gourmet Report" includes ranking of philosophy departments in US universities. You can find it at: Philosophy Gourmet. The rankings are referred to by many if not accepted by all. The page also include grad school ranking and advices.
Open House
Universities and colleges hold "open house" when you can visit the place, enter classes, see the dorms, etc. It is very important to actually visit the university or college you´re applying to (or planning to apply to), even outside the "open house" period. Some things that look great on the web or in a brochure might turn out to be disappointing in person.
